Leidos Digital Solutions, Inc. (LDSI) provides IT and digital engagement solutions for elected officials and government offices across the U.S. LDSI registers annually as a data broker in California because LDSI facilitates the purchase of voter data by our customers from third-party data provider, L2. Specifically, when a customer requests to purchase voter data through our services, LDSI passes that request to L2, who in turn delivers the data directly to the customer. Accordingly, LDSI does not itself have access to such information. LDSI’s registration statistics reflect “zero” for complying “in whole” with consumer requests, because when a consumer makes a request, LDSI—not having access to their personal information—refers the request to L2 who fulfills the request.
